BUIC was founded in 2003 to support the re-building of HE in Iraq. It is a consortium of 44 universities which is funded by subscriptions from members and occasional grants. It is governed by an Executive Board of eight members, and managed by a P/T Director. All members need to make an institutional commitment and sign-off by Vice-Chancellors is required.

BUIC’s main work is to manage the placement of candidates awarded scholarships by the Higher Committee for Education Development Iraq, administered by PM’s office in Baghdad.

BUIC’s aims are:

  • to cooperate with organisations working in other sectors, such as the British Council and Universities UK
  • to share UK expertise, capability and create efficiencies of scale in meeting the needs of HE in Iraq
  • to disseminate information to BUIC members and to relevant sectors and organisations working with Iraqi HEIs
  • to enable Iraqi students, through the Higher Committee for Education Development, to study at BUIC member institutions.
